“Kidnapping” outlines ICE’s criminal behavior and Steyer’s plan to address it
SAN FRANCISCO – Today, the Steyer for Governor campaign released a new ad, “Kidnapping,” in which Steyer calls out ICE agents for their illegal attacks on Californians – and commits to prosecuting their criminal behavior as Governor. Steyer describes ICE’s assaults on and detainment of innocent people as “outrageous” and “un-American,” and outlines his plan to end its reign of terror.

Below is a transcript for “Kidnapping”:
Tom Steyer:
It’s happening on streets all across our country.
Trump’s ICE agents, profiling and kidnapping our neighbors.
It’s outrageous. It’s un-American.
And it’s illegal.
I’m Tom Steyer.
If Trump’s ICE agents break the law, we’ll prosecute them.
Just like anyone else.
And if their leaders direct them to break the law, we’ll prosecute them too.
ICE is broken. So abolish it.
No masks. No secret police.
I’m Tom Steyer -
If you come to California, when I’m Governor…
You follow our laws.
The ad follows a national reaction to Steyer’s recently released ICE plan calling to arrest and prosecute ICE agents and their leadership, which details a five-part policy designed to protect Californians from criminal conduct by federal law enforcement. The plan includes passing aggressive legislation to outlaw racial profiling in law enforcement, giving the state Attorney General the authority to hold ICE’s leadership accountable for violence committed by its agents, appointing and funding a special investigative unit to enforce these laws, creating a stronger immigration legal defense infrastructure throughout California, and launching a statewide “Know Your Rights” public education and public awareness campaign.
The plan earned attention from millions of viewers across social media platforms – and drew outrage from Donald Trump, Elon Musk, and DHS Secretary Markwayne Mullin, whose image is featured in the ad. Steyer stands firm in his commitment to protecting Californians and fighting back against the Trump administration’s abuses of power.
